Yea, but he doesn't seem 'warrior' enough to do gurney - too soft and chubby. And I don't think he's ugly enough - sure he's 'goofy' lookin', but they need a guy who looks pretty beat up to play Gurney.

Depending on how accurate the WP article is, it seems to be a developmental error that may have a genetic origin in some cases.
Cleft lips or palates occur in somewhere between one in 600-800 births.
The term harelip is no longer used to describe the condition as it is considered offensive.
There are some pretty hardcore images of infants before corrective surgery on the page, so be warned:

Jackson wasn't too bad as a Jedi...he's just typecast in certain role...
I know he's been dead for a while, but i think Robert Shaw would have made a great Gurney...

And though Duncan doesn't play a massive role in the first novel, it's likely he would play a bigger role in the film because of the possibility of having a few sequels...
...thus we need a really quality actor.
