can one of you kids combine these two avatars,
so that Frank fades in and out of the frame ?
slowly, too, stays gone for quite a while, then sorta skips back in and breaks up again ...
like the Lost Signal from Outer Space ...

almost there but I need to resize Frank's pic to match the size of the static
using photofiltre's GIF tool makes the whole process piss easy though
I could explain how it's done that even
(insert your favourite dumbfuck's name) could do it

that's the first draft
The speed and frequency of the appearance of Frank's benevolent face can be changed.
It's like a flip book basically, you chose at what speed the pages flip and how often an image is repeated.
(see I told you I could make it simple so that even
(insert your favourite dumbfuck's name) could understand)

if you find a gif of that blank point on a black screen that usually comes up when images flicker behind static
(sorry I'm shit at describing this)
I could add it for extra effect, or anything else for that matter
The only limit would be the speed of the connection that will have to deal with it.

Edit:
OK, a more helpful comment: Can you control the transparency of both images? Set it up with about 9 steps (you're using six now, right?) with the static at 100% opaque at the beginning and Frank 100% transparent, then just step down on the static and up on Frank until you're at 50%/50% in the middle and keep going. Play with the delay and you should get a nicer fade effect.
Sorry to butt in, if you already know all this.

no please feel free to comment, this was just a quick draft and a basic use of the GIF maker, me not so used to tha fancy stuff now mista

(I haven't got a fuckin clue what accent I'm doing here; if I
am doing one)

Static is just black-and-white noise, which most image progs can create. A few frames of that, fade in FH and maybe even add a few horizontal lines if you could make it work. Like lotek said - piss easy
(I'd offer to have a go myself if I hadn't had all those pints of Guzzler

)

Yeah, I think it would look better at a slower fade. Like the trying to get the station in 30 years ago on the old UFH channel
