If you answer a question correctly, you get to ask a question.

If the person who currently has a question decides to pass, but there should only ever be one question up at a time.

So it's currently Freak's turn, and unless he decides not to ask one, no one else gets to ask one.

One would think that reading through the thread would make this obvious. :?

Like others have said, the trick is not to give away the answer by using obvious words to search for. Take the "Fane of the Oracle" question, for example. If I hadn't know that the Fane was Alia's Temple, I would never have found the answer even searching the PDFs.

We can't make a rule we can't enforce anyway.

I will think of a new question now...
