I wouldn't even call it science fantasy, because while some elements are not explainable by science, FH meant for them to be taken as science, not magic. If we start calling out books on not being totally plausible scientifically, we're talking about 90% + of all SF ever written.
These elements make Dune not hard-SF, certainly. But they remain SF by my definition.
