I did a google and I reckon "designer" refers to cover designer (as in layout etc) ... rather than font designer/typographer.
But.. that said, if he does still exist, he probably would know
- same publisher, same series, same font - I wouldn't be suprised if he set the US covers of most of FH's books from that era.
