Duncan accuses Bellonda of being a hypocrite. How is she a hypocrite?

Immediately before that, she speaks of deliberation and judgement even in anarchy, and then a little after, Duncan points out that she had criminal disobedience in mind.

I thought this vein actually started way earlier in the 'interview.' Bellonda was always critical of the plans created in the high council. Deliberation and caution and careful study. There were no deliberations or judgments regarding killing the duncan, but yet she refutes his accusation by saying, "There can be deliberation and judgment even in anarchy."

Well, in the presence of anarchy, Bell-Baby, caution, and she was not being cautious, she was being callous; exactly what she protested against many times.

I think that's what I'm getting in the reread.
