Isn't it beacsue they "need" to shake Medvedev's hand first, their head of state? Then they may shake Obama's hand?

It doesn't pass the snopes test.
In that clip, Obama is introducing the people to the Russian president (they are the us contingent) and what looks line a snubbed handshake is just a gesture by the Obama.
