It couldn't have taken all that long if the BG did it on Chapterhouse in a relatively short time period.
i guess it depends on the pre-existing water content on the planet... if chapterhouse was a planet that had lakes, but no real oceans, it wouldn't take relatively too long.. if they were brought to a water-covered planet, it would take a hell of a lot longer.
