There are quite a few definitions and applications of the term Half Life and I think, if I may presume, that Loremaster is using it in it's biological context rather than the radioactive.

Meh... I could ask the same question again. Alternatively, instead of activating (for want of a better word) it may be likely that the spice works like any other drug i.e. distorting or changing the original function e.g. the replacement of serotonin by some hallucinogenics; rather than generating an altogether new function.

Dune is all about humans and what they're capable of, so the Spice unlocking something we can already do but just need help with is more likely than the Spice creating that function.

Well I did say "they say". It's possible FH heard it and believed it, which wouldn't change the outcome: Dune is a work of fiction, so since prescience is (most likely) impossible anyways, the cause doesn't matter anyways.
The basic concept can still be used as an explanation, since various brain disorders do something similar... For example, autism literally rewires the brain so the various nerve-endings behave in different ways, causing those affected to have any variety of symptoms, including the oft-described-as-paranormal synaesthesia. Spice could do something similar.

I had a minor stroke a few years ago -
the only lasting effect is that I still smell apple blossoms
from time to time .... freaked me out for awhile until I
got used to it. When it happens now, I don't even

Bingo. A Half life is just that. The amount of time taken for the number of molecules of a substance to halve.
E.g. Half life of uranium - time taken for the radioactive Counts per minute to halve.
Half life of paracetamol in the body - several hours.
The HLP hasnt released Frank's notes yet, Brian hasn't got the handwriting quite right!
