isnt there a grave difference between actors paid out of public coffers,
and independant actors? i think there is huge difference between crime and state action.

i get that theres the needs to hobble beaurocracy

but like i said,
i just noticed that odrade choose to describe her sisters in these military terms
after lecturing skytale about beuracracy

theres something about names which confines and hobbles the listener and the subject
before the beaurocracy can even get to checking their rulebook

seems like that this constraint is a functions of beaurocracy
