Yep, but FH's point IMHO seems to be that this poor fella might just happen to forget that he is the one doing the choosing -- in that way, this is a danger even us, normal people, who do predict the future only in the weak sense, are prone to. As in, for example, attaching ourselves to Leaders and Demigods.
Marcio (mrpsbrk) does believe in Lord Leto over all other wills and reasons ;-)

Agreed, I say no. He has to have major influence over the universe.
Unhappily, "major" might turn out to be very very difficult to define precisely...
