Sister Chenoeh says this was an obvious reference to the Lord Leto's father,
Paul Atreides. Let it be noted that our breeding program achieved the Kwisatz
Haderach one generation early. In becoming Muad'Dib, the leader of the Fremen,
Paul Atreides escaped from our control. There is no doubt that he was a male
with the powers of a Reverend Mother and other powers for which humankind still
is paying a heavy price. As the Lord Leto said:

Siona may have been important to the Golden Path, but I do not think that you can distill it down to being only her, or even, making here the most important component to the golden path.

If Siona and her genetic mutation that hid her from prescience was all that humanity needed, then there would have been no need for the Tyranny that lead to the scattering, or the oppression that drove the Ixans to innovate and create the No-Ships. Lito could have just kept making Gholas and started a massive breeding program.

As I see it (and I am sure you will point out where you think I am off base), the Golden Path was a mufti faceted approach to ensure survival.

The Scattering had a two fold effect – spreading humanity out in all directions, making it more difficult for anyone to eradicate humanity, and more importantly, severing the link to the Old Imperium so that humanity could create innovation, morality, and idealism that were not tainted by the prescriptions of the past (such as the sever restrictions on the use of technology).

The Oppression and Tyranny of Leto's rule forced the Old Imperium to innovate to survive and escape Leto. The development of the No Ship was fundamental for the success of the Golden Path, and was just as effective as Siona in shielding people form Leto's prescience. I view the both as being fail safes to each other. It will take many millennium for Sionia's genes to spread out over all of humanity, so the No Ship technology is vitally important as well.

The other pieces of the Golden Path are to break the dependance of humanity on the Spice which tied them to Arakis, and to create a lasting shared memory in the human subconscious that would make them shy away form the creation of another KH, much in the way that the Butlerian Jihad had formed the aversion to thinking machines.

The GP is about survival through expansion and innovation.

Obviously not only her; Leto's Tyranny was the coiled spring that needed to be released as the Scattering. But without Siona (or her genes, obviously) the Scattering would likely have failed its purpose. So the most important component? Maybe. The fact that Leto mentions her alone as his achievement in that quote is significant, I think.

While i think that Siona is important, I do not think that the GP would have failed without her, it would have had to take a different form. The human scattering across the universe and the continued adaption of No Ship technology would have the same effect of hiding humanity from prescience. What Siona brings to the mix is the genetic ability to not bee seen
through prescience, but as i alluded to above, her ability will take many millenniums to propagate across all of humanity. I look at it as a synergistic combination of all of the components.

As for her direct mention...

I think the context here is about chastising the BG, reminding them that it was their arrogance that led to this.

Siona also had other important genetic characteristics.

Increased sensitivity to spice, sensitivity to the Golden Path, and others that eventually lead to people like Miles Teg and, Odrade and Murbella.

True, and all of those qualities would strengthen humanity against subjugation and extinction once the genes had the time needed to become predominant across all humanity.
