Given enough time for the generations to evolve, the predator produces
particular survival adaptations in its prey which, through the circular
operation of feedback, produce changes in the predator which again change the
prey etcetera, etcetera, etcetera .... Many powerful forces do the same thing.
You can count religions among such forces.

Nayla reports to Moneo that Siona has survived her test and she and Leto have returned to the Citadel. Nayla ask for confirmation that she must attend Leto’s wedding armed with a lasgun then leaves. Moneo summons Idaho who enters in a plain black uniform with no insignia. Duncan asks Moneo what his predecessors did not learn, this is a shockingly un-Duncan question to Moneo. Duncan says he’s been thinking like a Fremen and he shouldn’t be in the company of those with who he would not wish to die. He thinks Moneo is good company. Moneo tells him that his predecessor failed to learn how to trust. Siona enters looking rough from her trial in the desert but wearing a new Fish Speaker commander uniform and tells them she has only one to command, Nayla. She has been listening to their conversation and asks who Moneo trusts, of course he relpies that he trusts Leto. Siona jokes about her being intended to mate with Idaho which angers Moneo. He tells them that he is sending them to the Museum Fremen village of Tuono to get them out of the way during the wedding and he has detailed a detachment of Fish Speakers under Nayla to escort and provide for them. Upon hearing this Siona and Duncan agree to go.

This chapter clearly indicates to me that Leto planned his own death.
